FAQs
What does an elevator consultant do?
An elevator consultant provides independent vertical transportation expertise for building owners and facilities and property management teams, complementing the elevator contractor’s service role. Through VDA, that covers elevator and escalator inspections, maintenance contract review and oversight, equipment evaluations, modernization planning, and design consulting for new construction. Our recommendations prioritize your building’s needs and your interests as the owner, while supporting constructive coordination with the contractors who maintain and improve your equipment.
Philadelphia’s building stock runs from nineteenth-century conversions to modern Center City towers, and no two pieces of equipment carry the same history. Independent guidance helps owners understand those differences and communicate clear priorities to their elevator contractors. We advocate on your behalf by translating technical and code requirements into clear direction that supports informed decisions and constructive coordination. Learn more about VDA or arrange a consultation to get started.
Why hire a consultant when my elevator contractor already services the equipment?
Your elevator contractor and an independent consultant bring complementary expertise. Your contractor services the equipment and recommends repairs or upgrades; VDA provides an independent, owner-focused review of scope, pricing, and code requirements to support informed decisions and productive coordination with the contractor. Owners rely on VDA for inspection and certificate compliance, maintenance oversight, and guidance on whether upgrades or modernization align with their building’s needs and investment priorities.
Our consultants worked in maintenance, modernization, and construction before joining VDA, bringing practical understanding of the work elevator contractors perform and the priorities building owners manage. Across a portfolio of buildings, independent elevator consulting helps owners and contractors clarify contract expectations, address recurring service concerns, and plan for equipment’s full service life. Owners and managers across the country count on VDA to represent their interests and support productive working relationships focused on long-term value.

How are elevator inspections regulated in Pennsylvania?
Pennsylvania is more centralized than many states. The Pennsylvania Department of Labor and Industry, through its Bureau of Occupational and Industrial Safety, holds jurisdiction over elevators and other lifting devices statewide under the Uniform Construction Code and 34 Pa. Code Chapter 405. Unlike many large cities, Philadelphia does not run a separate elevator inspection program, so a building in Center City works within the same state framework as one in the suburbs.
Existing equipment is inspected on a six- or twelve-month cycle, depending on the device type, and the inspections themselves are usually performed by third-party agencies certified by the Department rather than by Department code officials. A device may not be operated without a current certificate of operation, which for equipment with a machine room must be posted in the car or attached to the controller. Building owners are responsible for keeping equipment on its inspection cycle, engaging a certified agency, correcting deficiencies, and paying the required fees. Our Philadelphia team keeps that on track with proactive scheduling, documentation, and certificate tracking. Arrange a consultation to set up a compliance plan.
Are your elevator inspectors licensed in Pennsylvania?
All of our inspectors are QEI certified with National Association of Elevator Safety Authority (NAESA) and available to provide CAT1 test witnessing and compliance support statewide. Our inspection team on average has 20 years of experience in the elevator industry with backgrounds in vertical transportation inspection, maintenance, and construction of elevators. APEX is a Pennsylvania-certified third-party inspection agency with a long history of serving the region.
