In California, most commercial and public elevators must carry a valid Permit to Operate and pass an inspection at least once a year. Inspections and permitting are enforced statewide by the Cal/OSHA Elevator Unit, which administers the Elevator Safety Orders in Title 8 of the California Code of Regulations. Newly installed elevators and units that undergo major modernization also need to pass an acceptance inspection before they return to service.
